Result - Allow url fopen: No ... should be Yes. Fixed but did not change anything.
Restored from backup and now back to 4.4.4 and all working.

Changing Allow url fopen to yes will not fix it. That just sets the server correctly.
Hope you deleted the folders/files and dropped the database tables before restoring.

Please run the fpa again to double check.

Just noticed you have com_jchoptimize, Suggest you disable that and clear Joomla cache before trying the update again.
